Release Targets within constraints

This function allows for all the targets to move within the constraints set: that LSF is a bit higher or lower and same for the other modules – but within the defined min and max setting. It allows to optimize the performance based on the cost of the Raw materials: so if BLX should use less of for example Iron the cost for this raw material should be set higher than the cost for the other raw materials (on a scale from 0-10) then blx will use less iron – but also allow for the targets to move a bit. If this function is activated the targets will not be spot on and the samples may have a higher standard deviation as a result of this.
